I think that is what they will do in order not to look like fools.
the question is, What happens to those july filers whose applications have not been returned yet and who will become current in the next bulletin.
Will USCIS ask them for the new fees.... Will they have to do all paperwork again including medicals.....what a mess!
The thing is I am sure most people here will not have a problem with paying the new higher fees. Infact it might turn out to be cheaper in the long run, cause as I understand it the new fee structure has the EAD and AP fees built in for a one time payment instead of yearly renewals. Like I said this is my understanding.
If this is the case we will be better off with new fees, cause even if they do decide to accept the 485's there is no way the approvals are coming anytime in the near future. I am sure if they do accept the 485's the dates will retrogress to the stone ages. So we can avail free renewals of EAD's and AP's till then.
But when i think about this again, If they do decide to go charge the new fees for all applications in July then wouldn't it put them in a worse situation, as it would become all too obvious that all this flip - flop was just so that could earn more money.

One of the IV members has requested me to post this info.
He contacted his senator to get the total number of pending EB apps for India.
Please see the response from the senator in the following link. It has pending applications by category.

This might sound weired..but I think we can get some support from Housing Market !
Facts:

More than 1/2 million people are stuck in the green card process. I am sure
most are waiting for green card before they buy their house and make longtime commitment.
I think we are a "Frozen" pool of customers for the Housing Market.

As I said in the preface of the list, the bigger objective here is to take certain steps, including proper documentation (e.g. points 2, 3, 4 and 5), in order to maintain PR status. Besides, you never know what documents you would be asked to produce, given that the citizenship process involves more extensive background checks than the GC process. Also, having a log of exit/entry details (point #5) should help quickly fill out Part 7 of the citizenship form (http://www.uscis.gov/files/form/N-400.pdf).

Minimal response so far. Please have this as an action item and please remove all the old links that are less valid now. If we can have some fresh links and those which can blink , it may attract attention. I know the other way will be when the situation changes like a job loss or out of status.. but I think we dont need to wait too long..

Since they will be a party to this along with you it is better you talk to them and make sure they assist you properly. Also was your insurance at that time conforming to state minimum requirements if that is the case then you can breathe easy since you had done everything that law asked you to do so hopefully there is no criminal case against you. Worst if court ask's you to pay financially you can declare bankruptcy and minimize the impact. I am sure that does not affect GC. But rather than forum you need a good attorney to talk to. Make sure who ever you select to talk to about this accident case you arrange a meeting between this lawyer and your immigration lawyer so that both are well aware of situation.

May be its just me... but i think people like lou dobbs/Chris Simcox of Minute man defense corps/william gheen of Alipac (i think that's his name) thrive on misguiding and benefiting from innocent folks - I don't blame people who are misguided (who for the most part I would like to believe are genuinely concerned about illegal immigration). I agree. Atleast word "Legal" was spoken. I am confident Democrats are well aware and once they come in power they are gonna clear all mess. These all artificial backlogs could not have been created until asked for by some one with political clout. USCIS is just a puppet. Our cause of problem lies somewhere else.
I hope Republicans don't come to power again.
We have to keep doing this... Senetor Obama mentioned 1 line about fixing Legal Immigration process, also both Senators mentioned that ILegal Immigrants will be last in the line of the process so that is a huge progress for us... These candidates have an army of people working for them, they do a lot of research go to forums, go to debate websites to see what are the pain-points, if we can get our questions in top 10 in every debate now on then Legal immigration will be in the spot light, that is half the battle won... regardless who is chosen by voters they will all have legal immigration on their agenda. Good job guys! Keep posting the questions we will make this issue popular!

Dont even think about it unless you are a quant and have resources that can compete with the Hedge funds. Commodities do not behave like stocks, you need to be able to model prices using multi variate models. Then there is jumps. You should be familiar with jump diffusion/step functions etc. To be able to model these you will need to use a factor model like the Pilipovic model. Even then it will only be an approximation.
Commodities are purchased as futures. Futures are derivatives and you will need to hedge them. A perfect hedge for a future is 1:1 in the spot. Since there is no arb here you will have to use options. To model the price of an option you will have to be a master of Black-Scholes option pricing model or a similar method like monte carlo simulation. Even if you figure all this out you will have to delta hedge. Delta hedging commodity options is very expensive, you will bleed money. Look up Hodges-Nuberger model for delta hedging options on derivatives.
I suggest a book by Daragana Pilipovic called "Energy Risk", buy it and read it. After that if you still feel you can take on hundreds of computers running parallel with teams of quants modelling prices and programs trading algarithimic models; then Good luck!!
Trade stocks as modelling stocks is comparitively easy. Stocks have drift (mu). If you are saturated with stocks look into options and Fixed income. Leave all these complicated stuff to the pros. You have better chance of hitting a jackpot in a casino than making money in trading commodities.

If you really want to try, try playing with options using optionsExpress or some other cheap trading website.
Now fundamental investing is different. Instead of directly playing with commodities you can play commodity stocks which are proxy for the commodity. The issue here is there are a few big players and bunch of small players. Small plays are too risky as most of them have resources outside US. You might be able to play big ones or medium sized ones. Have a look at companies like COP, EAC etc. You might be interested in looking at Canadian oil sands and trust plays.
Let me warn you about the volatility. As covered by smisachu, the pros can manipulate the prices in futures. Futures seem to be affecting spot a lot. Oil prices or any commodity can be very volatilile. So if you can't take 10% swings in days/hours, don't even think about commodity stocks !!
Personally I am long bull of oil and will stay like this in forseable future. I have interesting stories on my boom and bust experiences but that is a good beer talk :).

I am planning to get a registered marriage in India (in july) and the come back to file I-485 as "married". The real wedding will be in Jan 08. Will i be able to use the 180 day "follow on" rule here ?

Principles of Financial Engineering- Neftci
Benchmark approach to quantitative finance- Platen - this is very academic.
For practical quant knowledge:
Paul Wilmott on Quantitative Finance
Tools for Incomplete Markets, 2nd Edition Ales Cerny
Quantitative Financial Economics, 2nd Edition Cuthbertson

Mr Logiclife - you have put things in an excellent manner. It is very true that we are no less than citizens. Citizens, non citizens, aliens etc.. are terms used widely that actually confuse people. For example the term "illegal immigrant" sounds more immigrant than a "legal alien". People just dont understand what is what. I have noticed a lot of people having their own wrong opinions about h1b visa holders. People do not understand what is what. In fact most people on h1b visa do not even know or understand retrogression or other issues. For eg.. I was talking to my friend in India and told him about the issues here, he did not understand, he thought I am having a tough time here and told me he has some friends in US who can help me out with immigration problems. When I explained our issues to some people here, some understood and some did not, they told me they know some lawyers who are very good and can help. One of my old employer started a new company in Atlanta and contacted me and asked me to join, but I told him I cannot because I am stuck with my ppresent employer and will lose priority date blah... he did not understand that and was confused.
Mr Logiclife - what I am trying to say is we have to broadcast and educate people that we are no less than anyone. We have to educate our own folks first that none of the skilled immigrants are less previliged. If a section of your website is dedicated for this effort, it will be great.

My understanding of SKILL for US MS is that it will not be counted against the cap. I don't see it saying that PD does not matter for US MS. What am I missing? Thanks.
if you are not counted against cap, that is equivalent to visa available = PD current.
